In June 2020, the Corona City Council adopted a Homeless Strategic Plan that provides a roadmap to addressing homelessness in Corona. Browse the goals below to learn more about how we are reducing homelessness in Corona.

 
 
 

Expand Outreach and Engagement

 

The most successful models to address homelessness are developed through robust community engagement.

Diversity of thought, experience, resources, and program philosophies facilitate the development of solid public/private partnerships and models.

They also assist in identifying practical solutions as well as leveraging partnerships.

Additional benefits of community engagement include:

  • Providing opportunities for community members (like you) to express concerns and participate in solutions

  • Foster community ownership

  • Increase transparency while building trust

 
 
 

Develop and Participate in Sub-Regional Collaboratives with Neighboring Cities

In April 2021, the City of Corona and the City of Norco formed an alliance to address homelessness in the Corona-Norco Region. Through a Memorandum of Understanding, the City of Corona manages the City of Norco’s Homeless Programs through our contract with City Net. This innovative partnership allows each City to serve its homeless neighbors in their City of residence. Through services provided by City Net, each City provides outreach, engagement, case management, supportive services, motel shelter and a path to housing. This joint City partnership also shares a Homeless Information Card that can be easily downloaded to provide resource connections to those in need.

MAKE IT COZY PROGRAM

The City of Corona and City Net continue implementation of the Make It Cozy Program that facilitates community donations of furniture, move-in kits, hygiene kits, and other items to support at-risk and homeless neighbors in Corona.

COMMUNITY BEHAVIORAL HEALTH ASSESSMENT TEAM (CBAT)

CBAT is partnership with the Corona Police Department and the County of Riverside Clinical Therapists. CBAT responds to calls for Law Enforcement Service involving mental health issues in Corona.

MOBILE CRISIS MANAGEMENT TEAM (MCMT)

The City of Corona is currently partnering with the Riverside University Health System Behavioral Health Department to co-locate the MCMT Team in City Office space. The MCMT Team will be comprised of a clinical therapist, substance abuse counselor, housing case manager, and peer specialist. MCMT assigned personnel will respond to behavioral health crisis requests. Goals of the MCMT Team include:

1. Provide alternatives to those at risk of injury or death without appropriate mental health/substance use crisis/triage services provided directly in the community;

2. Reduce jail incarcerations and involuntary mental health treatment/hospitalizations for individuals whose behavior is influenced by a behavioral health disorder/crisis;

3. Attempt to divert individuals with behavioral health (mental health and/or substance use) problems into appropriate community services and supports; and

4. Engage hard to reach homeless who suffer from a serious mental illness and/or substance use disorder and link them to all available RUHS-BH and community resources using intensive care coordination best practices.

REGIONAL SANTA ANA RIVER (SAR) BOTTOM ENCAMPMENT RESPONSE COLLABORATIVE The SAR Collaborative is comprised of the Cities of Corona, Norco, Jurupa Valley, and the City of Riverside along with the County’s Housing & Workforce Services, Riverside University System Behavioral Health, and Parks Departments along with Supervisor Spiegel’s office, the Army Corps of Engineers, nonprofit partners such as City Net and Path of Life and many other stakeholders.

The SAR Collaborative Outcomes and Performance Measures include:

  • Placements into Housing, referrals to services

  • Reduction of Environmental Impacts, fire incidents

  • Trail Accessibility

  • Trash/Debris Removed

  • Address Recidivism
